Taking on Water

Ships dock at ports in Virginia everyday, the same way they do all over the world. Carrier ships unload their cargo, passengers step on and off of cruise ships, and people take their pleasure vessels for a ride. Water traffic pollution is not the primary thought on many people’s minds, rather many people think of how to prevent nonpoint pollution of waterways from on road traffic. The water traffic pollution I refer to does not involve oils or chemicals - it deals with invasive species.

Pumping out of ballast water is something that many ships can do. Water is pumped into ballast tanks in the boat to help create a more stable ride. What a lot of people don’t think about is what else is in that water. Import ships from all over the world come into ports in the Chesapeake Bay and may offload unknown cargo as they empty their tanks at the dock. For example, a ship takes on water in China and comes to port in the Bay. The ship’s crew waits until the ship is docked and then they remember to empty their ballast water. The water is pumped into our estuary, and anything else (including larval stages of foreign organisms) in the ballast tanks goes overboard. The Federal government and our state have strict policies on the discharge of ballast water in Virginia waters to prevent the development of invasive species.

An invasive species in the Bay that scientists believe came from the uptake of ballast water off of China is Rapa venosa, the veined rapa whelk. The first whelk in the Bay was discovered in 1998 and has quickly and efficiently populated the Bay. The Bay’s benthic habitat and the whelk’s thick shell allow it to live at biotic potential. It has a tolerance for a wide range of temperatures, salinity, pollution, and dissolved oxygen concentrations. This whelk feeds on different species of mollusks, including the native Virginia oyster: Crassostrea virginica. If the population size of this whelk becomes too large, it may overtake the oyster population and other native species and push them to unrecoverable levels. This organism alone has the potential to destroy a large portion of the benthic habitat in the Bay the same way it has done in the Black Sea and other saltwater bodies around the world.

Federal and Virginia laws give suitable locations for the pumping out of ballast water that are clear and concise. They specifically state when and where ships are allowed to empty their bilge water in hopes of protecting our water. The problems with these laws come from not being able to enforce them effectively. Monitoring every ship and vessel that enters waters of Virginia to make sure that no foreign material is introduced is impossible. In my opinion, I believe that following these laws is not a big of a deal for vessels and with some planning on the captain’s part the laws can effectively be followed. I understand that some ships may pump out a little too close to land and that many people do not have environmental protection on their mind all the time. What I do not understand is how ships at berth can say they don’t care and dump foreign water because it was too much of a hassle to get that water pumped to a land tank. Is the hassle of attaching a hose to the discharge pipe too much to do to try to keep a habitat pure?

  1. I agree with your perspective on foreign ships and their ballast water. This is a serious issue for the Chesapeake Bay. In fact, the Maritime Environmental Resource Center (MERC)focuses their studies on protecting Maryland waters from invasive species filtering into the bay through ballast water. They provide information and resources on green shipping efforts in the Chesapeake Bay. Ballast water discharge standard rulemaking was proposed in Dec. 2009. These new standards would establish new procedures for invasive species control. Unfortunately, I believe that these standards will be ineffective unless closely monitored. In order for US waters to be protected from invasive species, there needs to be a combination of both policy, enforcement and understanding. Foreign ships must be informed on the dangers of invasive species so as to understand the seriousness of their actions.

  2. I also agree that something needs to be done to correct this issue, so I did a little research on what is currently being done to control the invasive Rapa Whelk populations. What I found is that there was an organized bounty program where people would be paid for capturing Rapa Whelk's and returning them to Virginia Institute for Marine Science (VIMS). This effort helped collect over 18,000 Rapa Whelk, but was recently stopped due to Virginia Budget cuts. This initiative may not have completely eliminated the problem, but I think that the problem can only be expected to worsen now that it is gone. Hopefully something else will be undertaken soon. I agree that standards on this issue will be difficult to enforce, so for now I think that education on the subject will be most effective.

  3. The procedures being taking for invasive species control in the Chesapeake Bay are clearly not enough. However, I don’t think just implementing new policies will be effective to the extent we’d like to see. We have to have some sort of monitoring system on ships entering and leaving the bay, otherwise the new regulations will just be empty words with good intentions. The biggest issue with the invasive species problem is that there is no way it can improve without human intervention. If the current regulations are lifted, or stopped because of budget cuts, the problem will continue to increase at rapid rates because these species are known to spread quickly through multiple resources.

    Christina and Monica - I strongly believe that foreign ships should have a better understanding of how they could impact our ecosystem. But as we all know, it is not easy to help educate every ship captain that comes into our waters about the dangers they may hold. Likewise, we cannot force other countries to pay up to educate their shipping force. An alternative to this is putting our ship pilots on foreign vessels sooner. I'm not sure if everyone understands what a pilot is..... so look here for a minute:

    If we could put our pilots (that are educated on ballast water) on the incoming ships outside the boundary line in the ocean where ballast water can be dumped, then there would be little to no chance of discharge too close to land. It will be difficult to clean up the mess that invasive species have made - and it is worse that it cannot get any better without the aid of human intervention.

    Garrett - Pretty cool that you found the bounty information on the whelk. I was one of the crabbers involved in that project that VIMS was holding a couple years ago. It's too bad that they ran out of money for it - at one time local watermen would get $5 per whelk. It's no wonder that so many crabbers would hold on to them for when they got back to the dock. Even now that VIMS has stopped the project, many watermen in the lower Bay understand the threats that the whelk hold and are doing something about it. Some kill the whelk and use them for extra bait while others bring them back to the dock for table fare. They really aren't that bad to eat.
